When an independent school proposes a significant change—such as relocating premises, expanding age range, increasing capacity, becoming co‑educational, or starting boarding—the DfE classifies this as a material change. These changes cannot be implemented until the school has received formal approval from the Secretary of State and completed any required material change inspection commissioned by Ofsted or ISI depending on the type of independent school.

At JMC Education we specialise in guiding schools smoothly through this process—ensuring applications are complete, compliant, and inspection‑ready.

Why Schools Choose JMC Education

  • We are recognised sector‑wide for our expertise in independent school regulation, leadership support and inspection readiness.
  • Our consultants deliver hundreds of training and compliance projects each year across the UK.
  • We bring clarity to a process many schools find opaque—especially when DfE response times stretch up to six months or in complex cases even longer!

What Counts as a Material Change?

According to DfE guidance, the following changes require prior approval:

  • Change of school address (premises)
  • Change in age range
  • Change to maximum pupil capacity
  • Becoming co‑educational or altering gender of entry
  • Starting or ceasing boarding
  • Starting or ceasing to admit pupils with SEND
  • Change of proprietor

The DfE may then commission Ofsted or ISI to inspect whether the school is likely to meet all relevant Independent School Standards upon implementing the change.
